Well?? This does look like the dragon Smaug from the Hobbit. This is part of the Blankenberge Sand sculpture exhibition. Smaug was the evil dragon in the second sequel of the Hobbit franchise.

The clever play of lights makes it psychedelic in nature. This is part of the FIESA sand sculpture festival in Portugal 2018. FIESA attracts a lot of artists around the world and has become a popular exhibition. Alice in Wonderland is quite a popular theme with young artists.

This is an exhibit as part of a seven continent and country theme at Weston Super Mare resort Somerset UK, where this represented Canada with its animals and Ice Hockey. This particular event saw a huge number of artists participating in the event that covered quite a large area.
