Being pushed into the water, joker manages to escape while Harley gets stuck. Batman saves her and brings her back to life by giving mouth to mouth, in order to invigorate her. Being implanted with explosives changes the behavior and perceptions in a way that benefits the commanders of the squad. This is mainly done just so that the squad does not question back and follows the orders given.
